R&D Voucher (MVP Development)
The program provides non-repayable financial assistance to eligible startups for the development of a minimum viable product (MVP).
The R&D Voucher support mechanism is implemented in accordance with the Resolution of the President of the Republic of Uzbekistan No. PP-59 dated February 11, 2026, "On measures to introduce a comprehensive ecosystem for supporting startups."
The program provides non-refundable financial support to eligible startups for the development of a Minimum Viable Product (MVP). Through the R&D Voucher, startups can collaborate with accredited Research & Development (R&D) Centers located at universities and Youth Technoparks to transform innovative ideas into functional prototypes ready for testing and validation.
Who can apply?
Applications may be submitted by participants of the Digital Startups Program whose projects have been selected for testing and meet the eligibility requirements established by the Regulation. Applicants must have a defined technical assignment, a project implementation plan, confirmed co-financing, and an agreement with an accredited R&D Center.
What support is provided?
Successful applicants receive an R&D Voucher that covers up to 50% of the approved MVP development costs, with a maximum support amount equivalent to 50,000 USD. The remaining project costs must be financed by the applicant from their own or other legal sources of funding. The voucher funding is paid directly for approved R&D services rather than transferred to the applicant.

How does it work?
- Submit your application through the Startup Ecosystem Platform.
- Upload the required project documentation, including the project description, technical assignment, implementation plan, budget, and proof of co-financing.
- Applications undergo compliance verification followed by technical and financial evaluation by the Expert Commission.
- Approved projects receive an R&D Voucher and implement MVP development together with the selected R&D Center.
- Upon completion, the MVP and project results are reviewed before the financing process is finalized.

R&D Voucher projects are implemented through a nationwide network of accredited Research & Development Centers established at universities and Youth Technoparks across Uzbekistan. Applicants can collaborate with the R&D Center that best matches their project's technical requirements and location.
